The goal of the Ministry of Investment and Innovation of the Moscow Region is to create a favorable investment climate in the Moscow region, attract private investment into the economy of the Moscow region, facilitate the implementation of investment projects, determine optimal forms of government support for the implementation of investment projects and the development of highly efficient competitive industrial production.

The main task of the Ministry of Investment and Innovation of the Moscow Region is to create conditions for:

· implementation of investment, innovation, industrial, scientific and scientific-technical policies, improvement of mechanisms and forms of public-private partnership;

· formation and implementation of mechanisms of state support for investment, innovation, industrial, scientific and scientific-technical activities, development of innovation infrastructure, promotion of competition and entrepreneurship in the industrial, scientific and scientific-technical spheres;

· attracting private investment, including foreign, into the economy of the Moscow region and increasing its investment attractiveness;

· modernization of production and improving the quality of life of the population of the Moscow region through the introduction of the results of intellectual activity into the economy and social sphere;

· analysis of the economic state of industry and science in the Moscow region, development of appropriate forecasts for the development of the scientific and industrial complex in the Moscow region;

· implementation of measures to develop the industrial, scientific and technical potential of the Moscow region.

World economic literature interprets the concept of “innovation” as the transformation of scientific and technological progress from potential to real. This is exactly what the Ministry of Investment and Innovation of the Moscow Region is doing. What is the overall role and purpose of such structures, and what issues are addressed by the latest adopted resolutions?

Role of the Ministry of Investment and Innovation

The Ministry of Investment and Innovation is a government agency. His role is to provide leadership in the areas of industry and innovative-industrial development, general scientific and technical development of the state, development of mechanical engineering, pharmaceutical, chemical and medical industries, woodworking, furniture and light industries, construction industry and production of building materials.

In addition, this structure determines the state investment policy and investment support policy and is responsible for creating a positive investment climate. The Ministry creates, abolishes and regulates special economic zones, carries out export control, and ensures technical regulation of the uniformity of measurements.

Also, this body is responsible for energy saving and increasing energy efficiency, developing tourism, ensuring communications and informatization.

That is, it is obvious that the Ministry of Investment and Innovation takes an active part in the life of the state; almost all significant sectors fall within its sphere of interests; the welfare of the entire country depends on the success of the activities of this body.

Review of recent regulations

The Ministry of Investment and Development of the Sverdlovsk Region is responsible for ensuring a unified state investment policy in its region. Not so long ago, on June 2, 2015, he adopted the Resolution “On the selection of investment entities for the right to provide state guarantees in the Sverdlovsk region in 2015.” It is intended to provide certain guarantees to potential investors, which should attract third-party capital for the development of the region.

Also, the Ministry of Investment and Development of the Sverdlovsk Region has developed a program called “Increasing the investment attractiveness of the Sverdlovsk Region until 2020.” Its main provisions provide for various opportunities for the development of the region and consider key areas in attracting investment.

The Ministry of Investment and Innovation of the Moscow Region is also tirelessly developing the economy of its region. So on October 22, 2015, an agreement was signed in the Vietnamese city of Hanoi. It involves the creation of dairy production in the Moscow region. According to the Minister of Investment and Innovation of the Moscow Region, this is an important step in the development of the dairy industry in the Moscow region. Starting in 2016, the construction of livestock complexes and dairy factories begins, with the total volume of planned investments reaching $450 million.

A little earlier, on October 20, 2015, the grand opening of a new testing center took place in Pavlovsky Posad. It belongs to a company that certifies various products. According to a representative of the Ministry of Innovation, the opening of this center will help in the fight against low-quality goods and counterfeits.

Many other countries of the former CIS, in addition to Russia, are moving along the same scenario of supporting the state economy. Thus, the Ministry of Investment and Development of the Republic of Kazakhstan relatively recently made a decision to reimburse Kazakh companies for expenses incurred this year. There are 41 companies on this list. Costs incurred during certification of works, goods, services, and quality management systems are subject to compensation.

The Government of Kazakhstan plans to reimburse all expenses for the period from July 9, 2012. In this case, the amount of compensation must be 50% of the amount of expenses and cannot exceed 3000 MCI. It is planned to return the costs to industrial and innovative enterprises that promote domestic goods and services in the domestic market, including the production of building materials, agricultural products and food products.

Thus, it is the activities of the Ministry of Investment and Innovation and the resolutions adopted by it that determine how successfully the state’s economy will develop in the future. The right strategy will allow us to develop domestic production and enter world markets, which will significantly improve the well-being of the country as a whole and each citizen individually.

General provisions

1. The Ministry of Investment and Innovation of the Moscow Region (hereinafter referred to as the Ministry) is the central executive body of state power of the Moscow Region with special competence, pursuing public policy and carrying out executive and administrative activities in the territory of the Moscow Region in the investment and innovation spheres, in the formation and implementation of industrial policy, determining priority areas for the development of science and technology, attracting private investment to the Moscow region, implementing investment projects in various industries, creating a favorable investment climate in the Moscow region and implementing international, interregional and foreign economic relations of the Moscow region, developing small and medium-sized businesses in the Moscow region , according to the assessment of the regulatory impact of draft regulatory legal acts of the Moscow region, the examination of regulatory legal acts of the Moscow region, management and coordination of activities in these areas of other central and territorial executive bodies of state power of the Moscow region, state bodies of the Moscow region and government institutions of the Moscow region formed to implement certain functions of public administration of the Moscow region (hereinafter referred to as the state bodies of the Moscow region).

2. The Ministry is guided in its activities Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, Charter of the Moscow Region, laws of the Moscow region, acts of the Governor of the Moscow region and the Government of the Moscow region, international treaties of the Russian Federation, agreements of the Moscow region on the implementation of international and foreign economic relations of the Moscow region, these Regulations, as well as other legal acts.

3. The Ministry carries out its activities both directly and in interaction with federal executive authorities, other central and territorial executive authorities of the Moscow region, state authorities of the Moscow region, local government bodies of municipalities of the Moscow region, organizations regardless of their form of ownership and organizational structure -legal form.

4. The Ministry has the rights of a legal entity; has an independent balance sheet, personal accounts opened in accordance with the law, a seal with a reproduction of the coat of arms of the Moscow region and with its name, other seals, stamps and forms necessary for the implementation of its activities; may, on its own behalf, acquire and exercise property and personal non-property rights and obligations.

5. The activities of the Ministry are financed from funds provided in the budget of the Moscow region.

6. The Ministry has the property necessary for the exercise of its powers, which is owned by the Moscow Region and assigned to it with the right of operational management.

7. The regulations on the Ministry and the staffing level of the Ministry are approved by the Government of the Moscow Region.

8. The Ministry was formed by transforming the Ministry of Industry and Science of the Moscow Region and joining it with the Ministry of Foreign Economic Relations of the Moscow Region in accordance with Resolution of the Governor of the Moscow Region dated May 15, 2012 N 115-PG "On the structure of the Government of the Moscow Region, executive bodies of state power of the Moscow Region and the jurisdiction of state bodies of the Moscow Region" and is their legal successor.

8_1. The Ministry is the legal successor of the Ministry of Culture of the Moscow Region in the field of folk arts and crafts, including for obligations arising as a result of court decisions.

Powers of the Ministry

12. The Ministry exercises the following powers:

12.1. Preparation of proposals to the Government of the Moscow Region:

on the implementation of investment policy in the Moscow region;

on the implementation of investment projects and programs in the Moscow region;

to stimulate and support investment activities in the Moscow region;

to attract foreign capital to the economy of the Moscow region in accordance with the priorities of the socio-economic development of the Moscow region;

to provide private investors with tax benefits and government guarantees, create infrastructure for investment placement and provide other forms of support for investment projects, including those carried out by foreign investors, at the expense of the budget of the Moscow region, as well as extra-budgetary funds;

on the rational use of labor resources, personnel training and the creation of a system of continuous additional professional education for managers and specialists of industrial and scientific organizations located in the Moscow region;

on the development of trade, economic, scientific, technical and cultural cooperation between the Moscow region and the constituent entities of the Russian Federation;

on the implementation of international and foreign economic relations of the Moscow region and the conclusion of agreements on trade, economic, scientific, technical and other cooperation of the Moscow region with subjects of foreign federal states, administrative-territorial entities of foreign states, government bodies of foreign states, international organizations and foreign economic entities;

12.2. Attracting private investment into the economy of the Moscow region, including industry, innovation and scientific and technical fields of activity.

12.3. Conducting negotiations with private investors on the terms of investment in the economy of the Moscow region, concluding investment agreements, memorandums, contracts in this field of activity. Control and monitoring of the implementation of investment agreements.

12.4. Project support during:

development and coordination with interested government authorities of the Moscow region of investment projects;

development, coordination, conclusion and execution of concession agreements, agreements on the implementation of investment projects, public-private partnership agreements and agreements on the industrial assembly of motor vehicles;

creation and operation of special economic zones, technology parks, industrial (industrial) parks, innovative territorial clusters and industrial clusters.

12.4_1. According to Article 37 of the Federal Law of July 21, 2005 N 115-FZ “On Concession Agreements” :

1) considers the proposal (with the attachment of a concession agreement) of the person taking the initiative to conclude a concession agreement to conclude a concession agreement;

2) in agreement with the interested central executive bodies of state power of the Moscow region, makes decisions on:

the possibility of concluding a concession agreement in relation to specific objects of real estate or real estate and movable property, technologically interconnected and intended to carry out the activities provided for by the concession agreement on the conditions presented in the proposal to conclude a concession agreement;

the possibility of concluding a concession agreement in relation to specific objects of real estate or real estate and movable property, technologically interconnected and intended to carry out the activities provided for by the concession agreement on other terms;

the impossibility of concluding a concession agreement in relation to specific objects of real estate or real estate and movable property, technologically interconnected and intended to carry out the activities provided for in the concession agreement, indicating the grounds for refusal;

3) sends proposals for concluding a concession agreement to the executive authority of the Moscow region, which regulates prices (tariffs) in accordance with the legislation of the Russian Federation in the field of regulation of prices (tariffs), to coordinate the long-term parameters for regulating the activities of the concessionaire contained in the proposal for concluding a concession agreement (long-term parameters of price regulation (tariffs), determined in accordance with the regulatory legal acts of the Russian Federation in the field of water supply and sanitation, long-term parameters of state regulation of prices (tariffs) in the field of heat supply) and the method of tariff regulation if the object of the concession agreement specified in the proposal on concluding a concession agreement, is the property specified in Part 1.2 of Article 10 of the Federal Law of July 21, 2005 N 115-FZ “On Concession Agreements” ;

4) publishes on the official website on the Internet information and telecommunications network for posting information on the bidding determined by the Government of the Russian Federation, proposals for concluding a concession agreement in order to accept applications for readiness to participate in the competition for concluding a concession agreement on the terms specified in the proposal for concluding a concession agreement in relation to the object of the concession agreement provided for in the proposal to conclude a concession agreement from other persons who meet the requirements Part 4.1 of Article 37 of the Federal Law of July 21, 2005 N 115-FZ “On Concession Agreements” to the person taking the initiative to conclude a concession agreement, and information about the receipt of applications for readiness to participate in the competition for concluding a concession agreement in relation to the object of the concession agreement, from other persons who meet the requirements part 4.1 of article 37 and other articles Federal Law of July 21, 2005 N 115-FZ “On Concession Agreements” to the concessionaire;

5) if a decision is made on the possibility of concluding a concession agreement on terms other than those proposed by the initiator of the agreement, determines in this decision the terms and procedure for negotiations, and also conducts negotiations in the form of joint meetings with the initiator of concluding a concession agreement in order to discuss the terms of the concession agreement and their agreement based on the results of negotiations;

6) conducts negotiations related to the preparation of a draft concession agreement with the person taking the initiative to conclude a concession agreement, before this person sends a proposal to conclude a concession agreement.

12.4.2. In accordance with Part 3 of Article 4 of the Federal Law of July 21, 2005 N 115-FZ “On Concession Agreements” approves the list of objects in respect of which it is planned to conclude concession agreements.

12.4.3. In accordance with Part 2 of Article 17 of the Federal Law of July 13, 2015 N 224-FZ "On public-private partnerships, municipal-private partnerships in the Russian Federation and amendments to certain legislative acts of the Russian Federation"(hereinafter referred to as Federal Law No. 224-FZ):

1) ensures interdepartmental coordination of the activities of the central executive bodies of state power of the Moscow region in the implementation of a public-private partnership agreement, in which the Moscow region is the public partner, or a public-private partnership agreement in respect of which it is planned to hold a joint competition with the participation of the Moscow region ( except for the case in which it is planned to hold a joint competition with the participation of the Russian Federation);

2) assesses the effectiveness of a public-private partnership project, in which the Moscow region is a public partner, and determines the comparative advantage of this project in accordance with parts 2- , as well as assessing the effectiveness of the municipal-private partnership project and determining its comparative advantage in accordance with parts 2 -5 Article 9 of Federal Law N 224-FZ ;

3) coordinates with the public partner the tender documentation for holding tenders for the right to conclude a public-private partnership agreement, in which the Moscow Region is the public partner;

4) monitors the implementation of agreements;

5) maintains a register of concluded agreements;

6) ensures openness and accessibility of information about concluded public-private partnership agreements, if the public partner in the agreement is the Moscow Region;

7) submits to the federal executive body determined by the Government of the Russian Federation the results of monitoring the implementation of an agreement, the public partner in the obligations of which is the Moscow Region, or an agreement concluded on the basis of a joint competition with the participation of the Moscow Region, or an agreement on municipal-private partnership planned , sold or sold on the territory of a municipal entity that is part of the Moscow region.

Implementation, within its powers, of social, legal, organizational, informational and other measures aimed at identifying and eliminating the causes and conditions conducive to the commission of offenses, in accordance with Federal Law of June 23, 2016 N 182-FZ “On the fundamentals of the crime prevention system in the Russian Federation.

12.96. 13. The Ministry exercises other powers provided for by federal constitutional laws, federal laws, Charter of the Moscow Region, laws and other regulatory legal acts of the Moscow region.

14. In order to exercise its powers, the Ministry has the right:

14.2. Conclude agreements on interaction with local government bodies of municipalities of the Moscow region on issues related to the sphere of activity of the Ministry.

14.3. Involve, in the prescribed manner, research, technological, design and other scientific organizations, as well as specialists and experts, including foreign ones, in the development of proposals on issues related to the scope of activity of the Ministry.

14.4. Being, in accordance with the legislation of the Moscow Region, the main manager of budget funds of the Moscow Region, to act in a court of general jurisdiction, an arbitration court on behalf of the Moscow Region as a representative of the defendant on applications:

on compensation for damage caused to individuals and legal entities as a result of illegal actions (inaction) of the Ministry or its officials, including as a result of the issuance of acts of the Ministry that do not comply with the law or other regulatory legal act;

presented in the manner of subsidiary liability for monetary obligations of state budgetary institutions of the Moscow region subordinate to the Ministry.

14.5. Apply in the prescribed manner to a court of general jurisdiction or an arbitration court in defense of public interests in cases provided for by law.

14.6. Monitor the targeted use of grant funds from the Government of the Moscow Region in the fields of science, technology, engineering and innovation.

14.7. Organize and monitor compliance with the conditions for the provision of funds from the federal budget and the budget of the Moscow region, allocated for the implementation of development programs for municipalities of the Moscow region as science cities of the Russian Federation, and their use by recipients in accordance with the conditions and purposes determined when providing these funds from the budget of the Moscow region .

14.8. Conclude agreements on interaction with government bodies of the Moscow region, local government bodies of municipalities of the Moscow region, other bodies and organizations on issues within the competence of the Ministry.

15. The Ministry has other rights provided for by law.

Organization of the Ministry's activities

16. The Ministry is headed by the Minister of Investment and Innovation of the Moscow Region (hereinafter referred to as the Minister), appointed to the position by the Governor of the Moscow Region in agreement with the Ministry of Industry and Trade of the Russian Federation and dismissed by the Governor of the Moscow Region.

The Minister bears personal responsibility for the implementation of the tasks assigned to the Ministry and the exercise by the Ministry of its powers.

17. The minister has one first deputy minister and six deputy ministers

The First Deputy Minister and deputy ministers are appointed and dismissed by the Governor of the Moscow Region in accordance with the legislation of the Russian Federation and the legislation of the Moscow Region on the state civil service.

In the event of a temporary absence of a minister on his behalf, his duties specified in paragraph 18 of these Regulations are performed by the first deputy minister or deputy minister.

18. Minister:

18.1. Manages the activities of the Ministry on the basis of unity of command in accordance with the law and these Regulations.

18.2. Acts without a power of attorney on behalf of the Ministry; represents him in a court of general jurisdiction, an arbitration court, state authorities, local governments and organizations; issues powers of attorney.

18.3. Exercises control over the participation of representatives of the Ministry in legal proceedings and is personally responsible for properly ensuring the protection of the interests of the Moscow Region on issues within the competence of the Ministry.

18.4. Issues orders within its competence, gives instructions on issues related to the organization of the activities of the Ministry, subject to mandatory implementation by state civil servants of the Moscow Region, serving in the state civil service in the Ministry, and employees of the Ministry, organizes and controls their implementation.

18.5. Signs, within the limits of his powers, orders of a normative and non-normative nature of the Ministry, organizes and controls their implementation.

18.6. Distributes responsibilities between first deputy ministers and deputy ministers, approves their job regulations, as well as job regulations for positions in the state civil service of the Moscow Region established in the Ministry.

18.7. He is the representative of the employer in relation to the first deputy ministers and deputy ministers.

18.8. Approves the structure of the Ministry and regulations on its structural divisions.

18.9. Submits, in the prescribed manner, for consideration by the Governor of the Moscow Region and the Government of the Moscow Region draft normative legal acts and proposals for improving legislation on issues related to the scope of activity of the Ministry.

18.10. On behalf of the Governor of the Moscow Region, the Government of the Moscow Region, he represents the interests of the Moscow Region at the international level, participates in the preparation and conclusion of investment, scientific, technical, trade and economic agreements and treaties, and in the work of international economic and financial organizations.

18.11. Conducts negotiations on the terms of investment in the economy of the Moscow region, concluding investment agreements, memorandums, contracts in this field of activity. Controls and monitors the implementation of investment agreements.

12.18. Ensures timely and high-quality work to bring the regulatory legal acts of the Moscow Region on issues related to the scope of the Ministry’s activities in accordance with the newly adopted federal regulatory legal acts and (or) regulatory legal acts of the Moscow Region.

18.13. Develops and submits for approval to the Government of the Moscow Region a draft regulation on the Ministry and the staffing level of the Ministry.

The staffing table of the Ministry, as well as changes to it, are approved by order of the Ministry within the limits of the staffing level and wage fund approved by the Government of the Moscow Region.

18.14. Approves the budget estimate for the maintenance of the Ministry and budget estimates for other purposes in accordance with the budget schedule and within the limits of the funds provided for by the law of the Moscow Region on the budget of the Moscow Region for the next financial year and planning period.

18.15. Appoints to positions in the state civil service of the Moscow Region, transfers and dismisses from the state civil service of the Moscow Region state civil servants of the Moscow Region serving in the state civil service in the Ministry; concludes and terminates service contracts with them; how the employer’s representative applies incentives and disciplinary sanctions to them; resolves, in accordance with the legislation, other issues related to their performance of the state civil service of the Moscow Region in the Ministry.

18.16. Hires, transfers and dismisses other employees of the Ministry, concludes and terminates employment contracts with them, applies incentives and disciplinary sanctions to them; exercises other powers of the employer provided for by law.

18.17. Submits a petition for awarding state awards of the Russian Federation, departmental awards of federal executive authorities and awards of the Moscow Region in the manner established by the legislation of the Russian Federation.

18.18. Awards letters of gratitude and certificates of honor from the Ministry.

18.19. Manages financial resources and property assigned to the Ministry in the manner prescribed by law.

18.20. Coordinates the appointment and dismissal of heads of subordinate state unitary enterprises of the Moscow region, coordinates the charters of these organizations.

18.21. Appoints and dismisses from office in the prescribed manner the heads of subordinate state institutions of the Moscow Region, concludes, changes and terminates employment contracts with them, approves the charters of state institutions of the Moscow Region.

18.22. Approves indicators of economic efficiency of activities of subordinate state unitary enterprises of the Moscow region in the manner established by the Government of the Moscow region.

18.23. Approves the indicators of financial and economic activity of subordinate state unitary enterprises of the Moscow region as part of plans (programs) for the financial and economic activity of unitary enterprises in the manner established by the Government of the Moscow region.

18.24. Coordinates decisions on assigning property under the right of economic management or the right of operational management to subordinate state unitary enterprises of the Moscow Region or government institutions of the Moscow Region and on terminating this right, except for cases where the decision to assign property or termination of the right is made by the Government of the Moscow Region.

18.25. Organizes compliance in the Ministry with the regime for the use of documentation containing information constituting state secrets, as well as information of a confidential nature.

18.26. Organizes civil defense activities in the Ministry.

18.27. Organizes mobilization preparation and transfer of the Ministry to work in wartime conditions.

18.28. Conducts personal reception of citizens at the Ministry and organizes personal reception of citizens by authorized persons of the Ministry in the manner prescribed by law.

18.29. Monitors the provision of user access to information about the activities of the Ministry.

18.30. Exercises other powers in accordance with the law.

19. In order to coordinate the activities of the Ministry and its interaction with the Moscow Regional Duma, executive authorities of the Moscow region, federal executive authorities and their territorial bodies, local government bodies of municipalities of the Moscow region and public associations to prepare decisions on issues related to the scope of activity A board may be formed within the Ministry.

The composition of the board and its regulations are approved by the minister.

20. In the Ministry, under the Minister, advisory and consultative bodies (councils, commissions, working groups) may be formed from among representatives of the Ministry, other executive bodies of state power of the Moscow Region, government bodies of the Moscow Region for preliminary consideration of the main issues of the Ministry’s activities and the preparation of normative legal and other documents.

The composition of these bodies and regulations on them are approved by the minister.

Organizational and technical support for the activities of these bodies is carried out by the Ministry.

21. Representatives of the Ministry may, in accordance with the established procedure, be members of the boards and commissions of other central executive bodies of state power of the Moscow region, state bodies of the Moscow region, as well as federal executive bodies, temporary creative teams.

22. The Ministry, within its competence, participates in the prescribed manner in conducting verification activities in relation to state civil servants of the Moscow Region, serving in the state civil service of the Moscow Region in the Ministry, who are admitted to state secrets.

23. The Ministry carries out measures provided for by law to limit the rights of state civil servants of the Moscow Region serving in state civil service in the Ministry, and provides social guarantees provided for by law to persons who have or have had access to information constituting a state secret.

24. The Ministry, in accordance with the legislation of the Moscow Region, forms proposals on the volume, nomenclature and projected cost of purchased goods, works, services to support the activities of the Ministry, as well as on the financial support of these purchases from the budget of the Moscow Region and extra-budgetary funds.

25. The Ministry, in accordance with the established procedure, maintains, in accordance with its competence, a set (list) of normative legal acts and contracts and agreements concluded on behalf of the Moscow Region, providing for the emergence of expenditure obligations of the Moscow Region, indicating the amount of budgetary funds necessary for their implementation.

26. The Ministry carries out, within its competence and in accordance with federal legislation, the placement of orders for the supply of goods, performance of work, provision of services for the state needs of the Moscow region, including to ensure the activities of the Ministry.

27. Orders of the Ministry on the protection of human and civil rights and freedoms are subject to official publication in the newspaper "Daily News. Moscow Region".

28. The ministry may be renamed, reorganized or abolished in accordance with federal legislation and the legislation of the Moscow region.

Every year, the state policy for introducing innovations into the regions of the Russian Federation is becoming increasingly important. This necessitates the creation of territorial executive authorities responsible for investment policy. Today, the Ministry of Investment and Innovation is the main body that regulates innovation and investment policy in the regions.

How is investment policy managed in the regions?

Despite the fact that many regions of Russia are not attractive in terms of investment activity, the state commits itself to carrying out investment reforms in each region, thereby increasing the attractiveness of the country as a whole for potential investors. Structural divisions of the Ministry have been created in each region of the Russian Federation, regardless of the geographical location of the region. Thus, each region has its own investment passport and is provided with an innovative portrait that positively characterizes the region’s capabilities.

In addition to the territorial offices that the Ministry of Investment has located, there are other organizations that are more involved in investment policy, cooperate with potential investors and increase the attractiveness of the region.

What is ASRR and why is it necessary?

This Association includes several of the most developed regions - in 2010 the participants were Mordovia, Tatarstan, Kaluga, Novosibirsk, Moscow, Irkutsk and Tomsk regions, St. Petersburg, as well as the Krasnoyarsk and Perm Territories. A little later (in 2012), three more regions and one republic joined the Association, and in 2013 and 2014 two more regions were admitted to the Association.

Main tasks of ASRR

  • Exchange of experience between participants and creation of a mutually favorable socio-economic and legal environment for the development of innovation in government agencies and private organizations.
  • Promotion of joint innovation and investment projects, as well as a joint search for potential investors.

Accordingly, each region, region and republic has its own Ministry of Investment and Development, which contributes to the fulfillment of the goals and objectives of these territorial units.

Innovation clusters

In 2012, the Government approved 25 innovation clusters, which are territorial units with organizations and institutions located on them, characterized by the presence of:

  • integrated chain in several areas of activity;
  • a unified mechanism for coordination and cooperation of all participants in the territorial cluster;
  • efficiency of activity.

Thus, clusters were created in 6 large districts, including the Central Federal District, Dal Federal District, Ural Federal District and others. This also means that at the location of the clusters there are territorial branches of the Ministry - this is confirmed by the Ministry of Innovation and Investment of the Moscow Region, Krasnoyarsk Territory and other regions.

Thus, the Ministry of Investment Policy is represented not only by territorial representative offices, but also by specific organizations and divisions that take on certain functions to ensure the functioning and efficiency of the executive body.
